The U.S. Department of Commerce has published its preliminary affirmative countervailing duty determination in the investigation of truck bed covers from the People’s Republic of China.
Commerce preliminarily determined that Chinese producers and exporters of truck bed covers received countervailable government subsidies. The investigation covers the period from January 1 through December 31, 2025.
The preliminary countervailing duty rates are:

All other Chinese producers and exporters — 20.25%
The 100.95% rate assigned to six companies was based on facts available with adverse inferences after Commerce determined that the companies did not act to the best of their ability in responding to the agency’s requests for information.
Following publication of the determination, Commerce directed U.S. Customs and Border Protection to suspend liquidation of covered imports entered, or withdrawn from warehouse for consumption, on or after July 31, 2026. Importers must also provide cash deposits based on the applicable preliminary subsidy rate.
Products Covered by the Investigation
The investigation covers truck bed covers made of aluminum, steel, fiberglass, carbon fiber, plastic and water-resistant fabric. The scope generally includes folding, roll-up, one-piece and retractable truck bed covers.
It also includes mounting and installation hardware imported with the truck bed cover or entered separately as a truck bed cover mounting or installation kit. Such components may include rails, canisters, latches, clamps, seals, locks, motors and drain tubes.
Truck caps, camper shells, toppers and canopies that extend the height of a truck bed by at least 12 inches are excluded.
The scope also excludes products already covered by existing antidumping or countervailing duty orders, including the current antidumping and countervailing duty orders on aluminum extrusions from China.
Investigation Continues
Commerce will now proceed toward its final countervailing duty determination, including verification of information submitted during the investigation. Interested parties will have an opportunity to submit comments and request a hearing.
A separate companion antidumping investigation is examining whether truck bed covers from China are being sold in the United States at less than fair value.
If Commerce reaches final affirmative determinations, the U.S. International Trade Commission will determine whether imports of truck bed covers from China are materially injuring, or threatening material injury to, the U.S. industry. Antidumping or countervailing duty orders will be issued only if the required final determinations are affirmative.
